Abstract
This study aims to analyze the discrepancies in the implementation of social rehabilitation programs at UPT Rehabilitasi Sosial Bina Daksa Pasuruan. The research method used is qualitative with a descriptive type. The study focuses on the differences between established policies and their implementation on the ground, specifically concerning the social rehabilitation program for individuals with physical disabilities. Through in-depth interviews, observations, and document analysis, the study identifies several issues in program implementation, such as gaps in policy understanding, challenges in regulation enforcement, and discrepancies between set standards and field practices. The collected data is analyzed to understand the causes of these discrepancies and their impact on program effectiveness. The findings indicate that the acceptance of individuals with multiple disabilities is a significant issue for UPT Rehabilitasi Sosial Bina Daksa Pasuruan as it violates the provisions of East Java Governor Regulation No. 85 of 2018, which explicitly states that UPT should only serve individuals with physical disabilities aged 15 to 35 years. Furthermore, the presence of beneficiaries with multiple disabilities significantly disrupts the effectiveness of the social rehabilitation program. The program is specifically designed to address the needs of individuals with physical disabilities, with approaches and methods tailored to those needs. However, multiple disabilities add complexity to individual needs, often requiring different interventions and strategies than those provided. Consequently, this not only reduces the efficiency of program implementation but also potentially hinders the achievement of optimal results, as the existing program may not fully address the various aspects of multiple disabilities. This situation impedes the achievement of program goals and impacts the optimization of services, as the available resources and methods do not fully align with the complex needs of individuals with multiple disabilities.
