Abstract
In realizing the arrangement and empowerment of street vendors as well as traffic safety, city beauty and public order, special legislation is needed to regulate these activities. However, what if the City Government, in this case, had made efforts to provide several locations where street vendors could be occupied, the aim of providing these locations was to avoid disturbing traffic, environmental cleanliness and the beauty of the city layout. The method used in this research is sosiological juridical. This research was carried out by seeking information about a problem that occurred directly at the research location that had been determined using interviews. This research produces several first conclusions, Law Enforcement for Violations of the Prohibition on Street Vendors Selling Places is Viewed from Article 21 Paragraph 1 of Malang City Regional Regulation Number 2 of 2012 concerning the Regulation and Control of Street Vendors (Study in the Legal Area of Malang City) for violations that carried out by street vendors in Malang City, the steps taken by Satpol PP were repressive measures. Repressive action is an effort to apply legal sanctions if there is a violation of Regional Regulations Article 21 Paragraph (1) concerning the Regulation and Control of Street Vendors. The supporting factors are the legal factors themselves which are in accordance with community needs. Second, the efforts made by members of the Malang City Satpol PP include preventive enforcement in the form of education and enforcement of repression in the form of control and administrative sanctions.
