The transfer of a right to land through a legal act carried out by the owner, through buying and selling, exchanging grants so that the transfer of land rights shifts from the seller to the buyer. In order to optimize the implementation of the Health Insurance program, the President issued Instruction No. 1 of 2022 that applicants for registration for the transfer of land rights due to buying and selling are active participants in the Health Insurance program, which means that the requirements for applying for registration services for the transfer of land rights due to buying and selling must be completed with a photocopy of the BPJS Kesehatan Card as issued by the Letter of the Director General of PHPT of the Ministry ATR/BPN Number:HR/02/153-400/II/2022.The author is interested in conducting research with a discussion of the Relevance of Land Buying and Selling by Requiring a BPJS Card According to the Law and the legal consequences in buying and selling land when not attaching BPJS as a condition for the transfer of land rights due to buying and selling. The research method used is a normative approach using the types and sources of analysis of primary, secondary legal materials and identifying their practical implications, through data collection techniques, namely Literature Studies.The results of the research in the specifics of agrarian law that there is no relevance between BPJS and the registration of the transfer of land rights because there is no requirement for registration of the transfer of rights due to buying and selling by attaching a BPJS Card In this case, buying and selling land and health are two different things that have nothing to do with each other. In this case, the presidential instruction is contrary to government regulations because the status of the presidential instruction is not in the hierarchy of laws and regulations. has strong legal force because the certificate of ownership of the transfer of land rights is pending at the BPN Office.
