Abstract

This research discusses France's efforts to address violence against women through the adoption of the Istanbul Convention. This research analyzes France's adoption and implementation of the Istanbul Convention based on four main pillars: prevention, protection, prosecution, and integrated policies, which are based on the Grevio (Group of Experts on Action against Violence against Women and Domestic Violence) report. The author uses the United Nations' Gender Equality conceptual framework, the Sustainable Development Goals (SDGs), specifically focusing on women's empowerment and gender equality. France's implementation of the Istanbul Convention has aligned with the goals of the SDGs within each pillar. On the prevention pillar, France has promoted a culture of gender equality, provided comprehensíve education, and established regulations in the sports, media, and advertising sectors. The protection pillar shows improved access through reporting in hospitals, use of digital tools, and psychological support for victims of violence. The prosecution pillar includes enforcing laws against sexual and moral violence, such as rape, harassment, female genital mutilation, and forced marriage. Finally, the integrated polícy pillar includes coordination between judicial institutions, the establishment of special courts, and emergency procedures to deal with cases of violence against women.
