Abstract
The land conflict in Wadas Village has long-lasting impacts, causing residents to lose 28 springs and agricultural land that are crucial for their daily lives. The lack of communication between the central and local governments has contributed to procedural negligence and excessive actions by security forces during the land measurement conducted by the BPN Purworejo team. This research aims to discuss the potential violations of human rights (HR), the rights that victims should receive, and the state's responsibilities in law enforcement. The methodology used is normative juridical with a literature study approach. In this land conflict, several main HR violations are present, including violations of the right to life, recognition of guarantees and legal certainty, and the right not to be tortured. Additionally, violations also include the right to a healthy environment and the right to retain property. The state is obligated to ensure law enforcement and provide restitution and compensation to the residents of Wadas Village. In this context, security forces play a primary role as the main actors involved in the conflict.
