Abstract
This research is motivated by the problem of contamination of Indonesia's coastal and marine areas, where an increase in the number of coastal residents' activities, both in terms of settlements, agriculture and industry, has led to an increase in waste disposal, both liquid and solid. The aim of this research is to get a description and understand the process of collaborative governance in the coastal and marine pollution and damage control program by the Directorate General of PPKL, Ministry of Environment and Forestry of the Republic of Indonesia.
The research method used is descriptive qualitative method. Data collection techniques in this study were in the form of observation, interviews, and documentation. The collaborative governance process in the Coastal and Marine Pollution and Damage Control Program by the Directorate General of PPKL, Ministry of Environment and Forestry of the Republic of Indonesia is reviewed using Emerson's theory, there are several aspects including principled engangement, capacity to take joint action, and shared motivation.
From the research results it can be seen that the collaboration in the Pollution Control and Damage to Coastal and Marine Programs has been going well, due to the increase in the Sea Water Quality Index (IKAL). The collaboration that has been established involves the government, private sector and the community. Collaborative success can occur because of the commitment, responsibility and trust of each stakeholder.
