Abstract
The Kafala system is commonly used in the Gulf Cooperation Council (GCC) countries. Kafala regulates the relationship between employees and sponsors, this system provides greater benefits to sponsors. Migrant workers in the kafala system are treated as disposable economic commodities. As a result, migrant workers face exploitation, abuse and unfair working conditions. The Kafala system in Qatar is in the international spotlight regarding the 2022 FIFA World Cup. Qatar has committed to labour reform and has established a close partnership with the International Labour Organization (ILO) to improve the conditions of migrant workers. The aim of this analysis is to determine the effort of the ILO in improving the conditions of migrant workers in Qatar. The method used in this analysis is a descriptive qualitative method using secondary data sources, such as ILO reports, media reports and official documents related to labour reform in Qatar. The ILO provides advice, guidance and technical assistance in implementing the changes necessary to protect the rights of migrant workers. Close cooperation between Qatar and the ILO has resulted in several reforms, including the establishment of a minimum wage system, improved labor dispute resolution mechanisms, and the abolition of the Kafala sponsorship system.
