Abstract
In 2021, the Government of Indonesia under the auspices of the Ministry of Education and Culture comes with a program in the international mobility scheme through the Merdeka Learning Campus Merdeka program known as IISMA (Indonesian International Student Mobility Awards). The mobility program that targets undergraduate and vocational students starting from semesters 4-6 and taking odd semester lectures in the countries chosen by the awardees is intended for students to develop knowledge and abilities which will then contribute to themselves and development in Indonesia. In this study, it focuses on analyzing the IISMA program with its series of activities and the role of the awardees as non-state actors included in the strategy of public diplomacy. This study will use qualitative research with the case study method and data collection techniques using primary data through observation and secondary data to strengthen the researcher's arguments. As a new breakthrough in Indonesian education, IISMA has a significant role in its contribution to Indonesian diplomacy by awardees in destination countries. In addition, IISMA as a public diplomacy actor shows that education has the capacity to drive the country's economic growth and with a communication strategy in promoting Indonesian values and culture which indirectly form a form of collective national identity formation which then influences the Indonesian diplomacy process.
