ANALISIS KONFLIK DALAM DINAMIKA PENGELOLAAN HUTAN: STUDI KASUS KONFLIK PENGUASAAN LAHAN DI KAWASAN KESATUAN PEMANGKUAN HUTAN (KPH) JATIROGO

The land tenure conflict between the local community around RPH Gandu forest and Perum
Perhutani originated from land clearing by the community, leading to significant forest
damage and an increase in unproductive land. This study aims to analyze the tenure conflict
in forest management between the local community in RPH Gandu and Perum Perhutani using
the Rapid Land Tenure Assessment (RaTA) method. Primary data were collected through semistructured interviews with respondents selected via purposive sampling, while secondary data
were obtained from regulations and policy documents. The analysis results indicate that the
conflict began with massive looting between 1997-2000. The community cultivated vacant land
with food crops, damaging newly planted trees by Perhutani, leading to forest degradation.
The main actors are the community and Perhutani, with demands for land management rights.
The PHBM and Social Forestry programs have not been effective in reducing conflict and
improving welfare. The implementation of KHDPK has not been realized yet, but it has the
potential to resolve conflicts and serve as policy recommendations. The success of KHDPK
depends on the understanding and participation of the community and targeted policies.
