Abstract

Forest management is very vulnerable to conflict, both social and tenurial. This research is motivated by tenurial conflicts in the research location. The method used in this research is RaTA (Rapid Land Tenure Assessment) which is used to explore and explore the dimensions of conflict. The data collected in this research is in the form of data from observations, interviews, and questionnaires filled out by members of KTH Rimba Mulya which are used to determine the perception and level of knowledge of the community regarding the KHDPK policy as a conflict resolution. Based on the results of research through interviews and observations, the conflict in the research location began around the year 2000. Conflicts were caused by overlapping land claims, people who were reluctant to pay crop sharing to Perhutani, and land occupation by the community. Forms of conflict include community demands for land management rights as well as conflicts between communities claiming land as private property since the colonial era. Conflicts are also caused by the various interests of the actors involved. Other findings also state that previous policies were not very effective in resolving the conflicts that occurred. The results of the questionnaire analysis show the finding that the KHDPK policy as a conflict resolution has a significant effect on the resolution of Tenurial Conflicts so that KHDPK is predicted to be effective in the research location, as evidenced by the t test and F test which show a significance value smaller than 0.05. In addition, there is a significant relationship between the KHDPK Policy and Tenurial Conflict, with a Pearson correlation value of 0.427 and a Sig. (2-tailed) of 0.001, which is smaller than 0.05, indicating that the two variables have a significant relationship. The questionnaire data is supported by statements from Forest Service employees who stated that the KHDPK has a good concept and can be one of the conflict resolutions.
