FUNGSI PENGAWASAN DPRD TERHADAP ANGGARAN PENDAPATAN BELANJA DAERAH (APBD) BIDANG PENDIDIKAN KABUPATEN BIMA TAHUN 2023

The Republic of Indonesia is an independent and sovereign nation, where local governments are integral parts with their own ultimate goals. The Regional House of Representatives (DPRD), as the voice of the people's aspirations, must be able to provide regulations that are pro-people. In this research, the author will analyze the role of the DPRD of Bima Regency in overseeing the education sector in accordance with the mandate of the 1945 Constitution. This supervisory function aims to determine the objectives of education quality. The oversight by the DPRD includes monitoring, reporting, and executing the supervisory function to enhance the quality of education by adhering to the existing regulations.
The research method used in this study is a qualitative descriptive method, which involves analyzing the research object using specific studies or theories and then presenting the findings in a descriptive form.
The conclusions of this research are as follows: 1) The role of Commission IV of the DPRD in overseeing the Regional Revenue and Expenditure Budget (APBD) in the education sector of Bima Regency is to improve the quality of education in the region. This oversight can influence budgeting policies, regulatory policies, and other policies that may impact the policies of the Regional Head through the relevant Regional Government Organizations, in this case, the Bima Regency Education Office. 2) The issues faced by Commission IV of the DPRD in maximizing the oversight function of the APBD in the education sector include the fact that the DPRD of Bima Regency uses normative methods without further efforts to prepare sufficient methods for effective control.
