Abstract

The 1992 consensus, an oral agreement between China and Taiwan, failed to become a formal agreement due to ideological and territorial disagreements. The main problem in their conflict is the security sector, with China viewing Taiwan as a lost island and threatening its sovereignty. The United States has supplied military equipment to Taiwan, worsening relations between the two countries. The complex relationship between Taiwan and China is rooted in the civil war between the ROC and the PRC in 1946-1949. The conflict continues to the present day, with the Kuomintang party supporting reunification and the DPP opposing it. The president's party determines Taiwan's defense policy, which changes annually, causing a dilemma for Taiwan. If Taiwan accepts the 92 consensus, its economy will benefit, but if it rejects it, China will make threats. Taiwan's defense policy changes every year, causing gaps or disadvantages for the country. For analyze that, this research use a qualitative descriptive study is an effective research design for practitioners, policymakers, and students due to its short timeframes and low costs.Researchers can remain close to the data and events described, enabling a simple analysis process based on Security Concept by Barry Buzan. The 92 consensus creates a dilemma for Taiwan, as accepting it would mean economic growth, but rejecting it would result in Chinese threats. Taiwan must strengthen its political and military sectors to secure its sovereignty in the cross-strait region.
