Abstract
The effectiveness of law enforcement regarding Article 5 of Law No. 23 of 2004 concerning the Eradication of Domestic Violence states that "every person is prohibited from committing domestic violence against people within their household, by means of physical, psychological, sexual violence and domestic violence." However, in reality,Malang is ranked 1st in all of East Java for domestic violence. Domestic violence (KDRT) is any act against someone, especially women, which results in death or physical, sexual, psychological suffering, and/or domestic violence, including within the scope of the household. To determine the effectiveness of law enforcement, the author uses the theoretical framework of law enforcement from Soerjono Soekanto. Soerjono Soekanto said that whether or not law enforcement is effective in society is determined by several factors, namely the legal factor itself, law enforcement factors, community factors, facilities or facilities and culture. Based on the research results, it shows that the role of the police in resolving criminal acts of domestic violence has been going well but is not yet optimal, this is because cases of domestic violence that result in death still appear every year in Malang City. The obstacles faced by the PPA police unit in enforcing the law against victims of domestic violence are obstacles originating from the victims themselves, from the families of victims and perpetrators, from inadequate facilities or facilities, from the community itself and cultural influences
