With the large population distribution in Batu City, several problems have arisen in providing community services. The first is that the community still has minimal knowledge about the requirements for processing the documents they will make. This causes officers to experience problems in recording or recording the population's identity data. So this will have an impact on the community itself and it can take time to go back and forth to take care of the requirements that have been set by the Population and Civil Registration Service. Based on several of these problems, the Batu City Civil Service Office has made the latest innovation to address the complaints of Batu City residents, namely the Mosgun Pelampung public service innovation (Multi-Purpose Car for Village Entry Services). The aim of this research is to find out how effective the Mosgun Pelampung program is and what factors are hindering the program. Mosgun Pelampung. The research method used is qualitative. Meanwhile, data collection techniques are carried out through interviews, observation, documentation. The data sources used are primary and secondary data. The results of research on the effectiveness of public service innovation in the Department of Population and Civil Registration of Batu City through 6 measures of effectiveness, namely including Service Procedures in terms of Service Procedures, Completion Time, Service Products, Service Costs, Infrastructure and Competence of Service Providers have been said to be effective in the sense that The Mosgun Buoy service has been running well, effectively, so the Mosgun Buoy Program is the right step as a forum for controlling population administration. The Mosgun Buoy service is said to be good in terms of service providers or government officials who are competent.
