PT. Freeport Indonesia start to do drilling of explores in Ertsberg in December 1967, based on Contract I (KK I) which in signing by government of Indonesia on 7 April 1967. Phase plan of public can trace since the signing of contract of I in 1973 between government with PTFI, while in the bearing of with local society marked with January Agreement 1974, as effort of Freeport to reconcile with society. During more or less 28 year of PTFI operate, with all ebb him, this company impressing do not care to society around him, more in clarify again since in the year 1967-1996, society [about/around] especially tribe of Amungme really natural [of] hard threat of PTFI, like can be murdered, reject use strength of military it is true extraordinary cruelty which modeled by PTFI to society [about/around]. When seeing inequitable treatment or action which model by PTFI to local society, hence later; then tribe society of Amungme as owner of Ulayat right for land rights they have conducted demand and protest to PTFI on the basis of their Ulayat right for land. After protest of tribe society of Amungme, by then other neighbor terms not many in Mimika, thereby in March 19996, policies of PTFI aimed at effort of make-up of prosperity of local society and Papua in general. this Real step marked released ready policy him of]fund one [gratuity/ %] (%) of dirty advantage, realized to [pass/through] various program. With program priority for the development of human resource ( SDM), specially educational, service of health, skilled training and economic expansion of anticipatory effort society as giving fund one [gratuity/ %] (%) of PTFI and exploiting of him, Governor Province of Papua decree ( SK) No 352 Year 1996 concerning forming of unit team member co-ordinate project ( UKP) and executor unit team of[is project of ( Program UPP) development of inwrought region of Timika (PWT2), this institute is meant center organizer of fund one [gratuity/ %] (%). Thereby hence, researcher wish to know how impact existence of PTFI to conflict between ethnical in Mimika, because PTFI give big indirect and direct economic benefit to society seven and tribe of Papua in general, in the reality intertribal war conflict always there is in management of benefit of that PTFI. In this research method, which used by researcher is descriptive research, where descriptive research type is research which isn't it characteristic an society. As for data collecting, isn't it in the form of interview or interview, observation, and documentation. Result of the research that, there is positive impact as well as negative impact of PTFI to local society and Papua at positive generally in realizing in paying attention human resource specially education, service of health, skilled training and economic expansion of nationality. While one of [the] negative impact [of] PTFI to society [about/around] is bearing of with physical environment, in activity of mining of gold-mine, PTFI [do/conduct] dismissal of tailing to river of ajkwa / wanogong as a result primary forest and sago forest and also fish gone out to sea will die, target of tribe of Kamoro which the was living of depend on fish and sago gone out to sea. Thus, there is negative and positive impact which is PTFI made to Mimika Society. Medial of development, society always create intertribal war conflict, because lack of awareness of society, low [of] education him and others so that the problem of individual which can be finished by family but later; then entangle many people or become collective problem hence conflict become bigly, whereas to finish governmental conflict and enforcer punish only relying on customary law and [do] not uphold positive law expressly. Therefore positive law has to place forward, so that people have to bow to positive law.
