Abstract
The higher rate of growth of the people, causing more need to be fulfilled and one of them is tertiary need such as motorcycle. Road user will become higher in number since motorcycle has become transportation tool which is easy to obtain. Along with the higher number of motorcycle would increase the number of the road user and therefore bring the idea of making motorcycle community – which is known to be the source of problem among road user – to the surface. In this matter traffic rules and regulation is a must have condition to bring order among the road user and among motorcycle community which is highly known to break traffic rules and regulation. From each and every community has their own typical characteristic, but from what they have done, mostly didn’t notice that they have breaking traffic rules, this condition is due to their minimum knowledge of traffic rules and regulation and made by their preference of hobby has force them to bring rules and regulation aside, also there are lack of authority’s firmness as the background of this issue. This study has taken problematic formulation as follows: 1. What factors encouraging rules breaking which is done by motorcycle community? 2. What efforts have been done to deal with rules breaking done by motorcycle community? This study is using sociological juridical approach, data collection technique is using interview with the respondents from the community itself and direct observation in study site at Jember as primary data location. Subsequently data would be analyzed using descriptive technique. From total number of motorcycle community exists in Jember, almost all communities didn’t understand much about traffic rules and regulation, they did know that traffic rules and regulation are exist. In conclusion, we might found out what factors does make motorcycle community to break the traffic rules and knowing effort also obstacles which is order to deal with this issue
