Abstract
Units of the village government is comprised of the Village Head and Village Tool and Village People Representative (BPD) members who are partners in the function of village government organizations. Village People Representative (BPD) as a representative institution in the village has a function as the legislative body of the village. Ideally Village Consultative Body to play its role in the conduct of village autonomy in the formation of village regulations are realized through the implementation of the right to file a Draft Regulation Village, the Village discussed the Draft Regulation, set and disseminating to the villagers. Formulation of this research problem is how the implementation of legislation function by the Village People Representative (BPD), Drajat Village Sub Paciran Lamongan District and whether the factors that influence the implementation of legislation functions Village People Representative (BPD), Drajat Village Sub Paciran Lamongan District. This research is descriptive analytical sociological juridical approach. The data source consists of primary data and secondary data (primary legal materials, secondary legal materials and legal materials tertiary). Primary data collection techniques using interviews, documentation and observation. The secondary data collection techniques using literature study, collected data were analyzed using descriptive analysis analysis. The results showed that implementation legislation function by the Village People Representative (BPD), Drajat Village Sub Paciran Lamongan District includes formulating and setting village regulations together with the village government. Still less can be concluded that optimal. Because of the Village People Representative (BPD), not use the right initiative in formulating draft village regulations, then the resulting product legislation Village Village People Representative (BPD) is very minimal regulation at all. The factors that influence the implementation of the legislation function of the Village People Representative (BPD), are: Factors Human Resources, Public Participation Factor, and Financial Factors Village.
