Abstract

The goal of this research is to describes APBD’s arrangement process in Banjarmasin District Government differentiate with In-Country Minister’s Rule number 25 year 2009 and analyze financial workload of Banjarmasin’s APBD budget year 2005-2008. Data analyze technique used on this research is Value for Money method, A.K.A (As Known As) 3E: Economy Level, Efficiency Level and Effectivity Level. Data being used is acquired from Banjarmasin’s District Government. Generally, arrangement process conducted by Banjarmasin’s District Government matched with points in In-Country Minister’s rule Number 25 Year 2009, it’s just different in steps being issued. Result of measuring on financial workload Banjarmasin’s District Government, it can be thought that managing APBD is outstanding and exceed expectation, because 3E level budget year 2005-2008 is >100%. Economy Average level is in economic category (100% Percentage) which is 78,91%. Efficiency Average Level is in Efficient category (100% Percentage) which is 81,23%. Meanwhile, in Effectivity level is in effective category (100% percentage) which is 86,91%. Hopefully the bureaucrat in government improves their level of work and expectation much better, stay honest and fair to manages APBD in near future.
