The real condition of public institutions in Indonesia still far from people’s demand in service. Several public institution in regional level still lack of efficiency and effectiveness, far from target in service. That’s why Government Rule No.41 / 2007 about Regional Officer Organization in order to manage the real condition of public institution. The rapid public demand (society) has to be fulfilled by regional government as logical action to fulfill the needs. Bureaucracy repair should begin from strong bureaucracy management. Efficient Public Service Management and increasing bureaucracy professionalism. To find out the contain and implication of Governmental Rule No.41 / 2007, the writer interviewed several regional Officers. Research Method in this research is : (1) Descriptive research ; (2) location was on Sumenep Residence ; (3) Data Collection used observation, documentation, and interview ; (4) Subjects are 12 people of Regional Government Officer of Sumenep Residence ; (5) data analysis used is qualitative. From the research there found that Government Rule No.41 / 2007 about Regional Officer Organization related with three substances. They were : bureaucracy management, public service management, and bureaucracy professionalism resulted : (1) From bureaucracy management side, there seen that Government Rule No.41 / 2007 paid attention to the creating of Regional Officer Organization which mirrored good organization principal, that is organization of regional officer which has clear direction, un-mess work-division, strong control and coordination ; (2) public service management in Government Rule No.41 / 2007 is seen from the attention of all service quality implicitly in section 12, 13, 14. They all in order to increase the quality of service ; (3) Bureaucracy professionalism in Government Rule No.41 is seen at section 22 which influenced professionalism. But Regional Officer added that it is all depend on the holder’s preparation. Regional Officer of Sumenep percept that Government Rule No.41 / 2007 about Regional Officer gave direction, application systematic and clearness of authority each working unit. There hope that each public institution have clear measurement. Sumenep Government should make frame of vision and mission in order to increase the quality of service. There should be known that service for public (Sumenep society) still lack of efficiency and the confusing service is the cause.
