Abstract
Leadership style is one of determining factor for organization performance, in this case, PT. Telkom, especially to influence its employee performance. One of the leadership style is democratic leadership, where between leader and employee, there was coordination or cooperation in concluding a work or problem. So that leader hope there was a good cooperation from everyone in the group they lead. Research method used was descriptive research, which is a research describing and explaining research object and didn’t mean to change the existing conclusion. Research location here was PT. Telkom Kandatel Malang. Where all data found from observation, interview, and documentation. Data then processed in qualitative descriptive way. The research showed that application of democratic leadership style at PT. Telkom Kandatel Malang in building their positive image consisted of policy making as: (1) policy making by PT. Telkom Kandatel Malang directors; (2) socializing policy to field manager whose duty is to apply PT. Telkom programs; (3) meeting to arrange field application; (4) delegating assignment to applicators in subordinate level to reach the target stated in program; (5) doing evaluation to program application; (6) campaigning program through media. From the policy application, there found that in policy application of PT. Telkom Kandatel Malang, there’ve done responsibility delegation to subordinates. It was one form of democratic leadership or participative where the initiative of subordinate involved into this leadership method. The initiative came along responsibility in subordinate activities. Obstacles in democratic leadership style application were: (1) bureaucracy system in PT. Telkom Kandatel Malang which needs report to Manager first so that it inhibited instant decision making in field in facing problems. It is a big problems when there needed reaction to respond certain problems faced by PT. Telkom Kandatel Malang in its program application; (2) Employee in subordinate level didn’t involve in decision making, in case, field knowledge is really supported decision making. It didn’t fit democratic leadership mode which should involve all parties; (3) lack of initiative from field manager. Here, field manager sometimes too rigid in applying central policy, whereas culture difference and people condition would influence program application of PT. Telkom Kandatel Malang. There needed initiative to apply exact program in society or internal of PT. Telkom Kandatel Malang. The writer suggest PT. Telkom Kandatel Malang, although applying democratic leadership pattern, sometimes in its application was too bureaucratic and central oriented so that inhibited the democratic leadership application. It should be fixed by more flexible way in field. For the next researcher, there could do another interesting research related with leadership style, like the influence of certain leadership style to the application of certain application.
