Abstract

The current ASN phenomenon that often appears is that planning for ASN needs is often seen as not running according to the corridor. So one of the impacts that is felt is the recruitment of honorary staff as a "shortcut" to fill needs alone without paying attention to planning and sustainability impacts. This polemic was the background to the emergence of a number of calls for the legal umbrella for ASN to be brought in to make adjustments to a number of changes so that they can adapt to the needs of ASN or the state. This research uses a qualitative descriptive method to explore the process of drafting the ASN Bill. The results of the research show that the ASN Bill, which has gone through a series of processes, has now officially become a legal umbrella and replaced the previous regulations. In substance, if we compare Law No. 5 of 2014 which discusses a number of regulations regarding ASN with Law No. 20 of 2023 concerning State Civil Apparatus, we find many changes to articles that address the problems faced by the affected parties. Although not all aspirations are stated in the new regulations, most of them have been realized as a legal umbrella for honorary workers.
