Abstract

This study aims to analyze the implementation of Human Resource Management in improving teacher performance at SD Muhammadiyah 2 Bontang, as well as to identify the supporting and hindering factors in its implementation. This study employs a qualitative approach using a case study design. Data were collected through semi-structured interviews, moderate participatory observation, and documentation, with informants selected purposively, namely the school principal, teachers, and the Muhammadiyah Branch Leadership through the Council for Primary and Secondary Education. Data analysis utilized the Miles and Huberman interactive model.
The results of the study indicate that the implementation of Human Resource Management at SD Muhammadiyah 2 Bontang, which encompasses six operational functions (recruitment, development, compensation, integration, retention, and termination), contributes significantly to improving teacher performance in the dimensions of pedagogical, professional, personal, and social competencies. This success is supported by the integration of Islamic transcendental values and the ideologies of Islam and Muhammadiyah into each operational function of Human Resource Management. Supporting factors include the commitment of school principals, support from the Muhammadiyah Association, teachers’ professional motivation, and a collaborative work culture, while inhibiting factors include budget constraints, limited facilities, and inconsistencies in guidance and supervision. This study concludes that Human Resource Management functions as a reinforcing system, while teachers’ intrinsic motivation remains the primary driver of sustained performance.
