Abstract

Advances in (Artificial Intelligence)AI (Artificial Intelligence)technology have had a significant impact on various sectors, particularly image and video processing. The DeepFake phenomenon, an AI technology that manipulates faces and voices in highly realistic ways, emerged as a result of this innovation. While potentially beneficial to the creative and educational industries, DeepFakes also pose serious risks such as the spread of hoaxes, privacy violations, and misuse for criminal purposes. This study aims to analyze the obstacles to law enforcement and the effectiveness of regulations in handling Cybercrime in the form of (Artificial Intelligence)AI (Artificial Intelligence)-based visual content manipulation, or DeepFakes. The main focus of this study is a case of fraud using the "cheap motorcycle" method that impersonated the faces and voices of the Governors of East Java, West Java, and Central Java, handled by the East Java Regional Police (Polda Jatim) in 2025. The research method used is a sociological juridical approach with a descriptive qualitative approach. Primary data was obtained through in-depth interviews with investigators from the East Java Regional Police's Cyber Investigation Directorate (Ditressiber) and field observations, while secondary data included the Electronic Information and Transactions Law (UU ITE) and related legal literature. The results of the study indicate that the main obstacles faced by the East Java Regional Police include technical aspects of detection, where only 30% of forensic personnel are trained to use DeepFake scanners, as well as cross-border jurisdictional constraints because social media platform servers are located abroad. Regarding regulatory effectiveness, the implementation of Article 35 of the ITE Law is considered strong enough to ensnare perpetrators of authentic data manipulation, but there are still gaps in the regulation that do not explicitly define DeepFakes, thus creating legal uncertainty in complex digital evidence. This study recommends the need to increase the capacity of investigators through AI forensic training and legislative updates that are more adaptive to the dynamics of (Artificial Intelligence)technology.
