IMPLEMENTASI KERJA SAMA KOTA PROBOLINGGO DAN HELSINGBORG DALAM MEWUJUDKAN KOTA BERKELANJUTAN

The Probolinggo City Government’s efforts to achieve participatory, innovative, and sustainable regional development planning have led Probolinggo City to establish cooperation through participation in Sweden’s SymbioCity Program. The SymbioCity Program connects Probolinggo City with Helsingborg as a cooperation partner that supports Probolinggo City in its efforts to transform Probolinggo into a sustainable city. The objective of this study is to identify and describe the implementation of the cooperation between Probolinggo City and Helsingborg in their efforts to achieve a sustainable city. In this study, the author employs qualitative descriptive research, which provides an overview and explanation of the process and implementation of the collaboration between the City of Probolinggo and Helsingborg in realizing a sustainable city, using descriptive qualitative data analysis. Data were obtained through a literature review comprising books, journals, news articles, websites, report archives, and relevant document archives related to this study. The implementation of the cooperation between the City of Probolinggo and Helsingborg is assessed as meeting the indicators of sustainable development. Through various initiatives across the four synergistic aspects of sustainable development and using a democratic approach, this collaboration has produced programs and mechanisms that support the improvement of community well-being through enhanced transparency, equity, accessibility, and accountability in all areas of community life. However, to ensure the sustainability of the collaboration’s implementation, further research is needed regarding the progress of implementation efforts in the recent period.
