Abstract

This study aims to analyze the communication strategy of the Department of Women's Empowerment, Child Protection, Population Control, and Family Planning (DP3APPKB) of Surabaya City in its transformation from SI JAKAT to SIAP PPAK. The analysis utilizes the four-step Public Relations model by Scott M. Cutlip & Glen M. Broom, which comprises: 1) fact-finding, 2) planning, 3) action and communication, and 4) evaluation. Employing a qualitative method, this research gathered data through in-depth interviews with DP3APPKB staff, the SIAP PPAK socialization team, and Puspaga (Family Learning Center) facilitators.

The results indicate that DP3APPKB's communication strategy successfully implemented a "one-gate system" through adaptive message segmentation. This strategy combines a visual approach tailored for Gen Z and Generation Alpha with an interpersonal, emotional approach for Gen X and Baby Boomers. Through massive socialization and the optimization of sub-district roles, this strategy effectively increased public trust and established a "digital safe space," despite experiencing hierarchical constraints.
