Abstract

Sexual harassment against women with disabilities is a serious issue influenced by multiple vulnerabilities, namely gender inequality and disability-related limitations. Communication barriers, dependence on the immediate environment, and social stigma place this group at a high risk of becoming victims of sexual violence. This study aims to identify and analyze communication strategies in handling sexual harassment cases involving women with disabilities carried out by the Center for Advocacy for Women, Persons with Disabilities, and Children (SAPDA) Yogyakarta. This research employs a qualitative approach with a descriptive research design. Data were collected through observation, in-depth interviews, and documentation, with informants selected purposively, consisting of the coordinator and support staff of SAPDA. Data analysis was conducted using the Miles and Huberman model through the stages of data collection, data condensation, data display, and conclusion drawing, with validity ensured through source triangulation. The findings indicate that SAPDA implements inclusive and victim recovery-oriented communication strategies, including empathetic interpersonal communication, adaptation of language and media to meet disability-specific needs, trauma-informed support communication, advocacy communication within legal processes, and network-based communication with related institutions. These communication strategies are considered effective in enhancing victims’ sense of security, improving their psychological well-being, and strengthening legal and social protection for women with disabilities who are victims of sexual harassment.
