Abstract

This study discusses the strategy of Satpol PP Malang City in regulating street vendors in accordance with Regional Regulation Number 2 of 2012 concerning public order. The background of this research is the increasing number of street vendors who use sidewalks, shoulder roads, parks, and other public places to trade. This situation causes congestion, hygiene problems, inconvenience for the community, and reduces the function of public spaces. The method used in this study is qualitative descriptive through observation, interviews, and documentation involving informants from Satpol PP, related agencies, and street vendor associations. The results of the study show that Satpol PP implements preventive strategies through socialization, routine patrols, appeals, placement of prohibition boards, and collaboration with other agencies.
In addition, repressive measures were also taken in the form of reprimands, confiscation of merchandise, warning letters, and administrative sanctions. However, the implementation of control is still not optimal because many traders have returned to sell in prohibited areas. The main obstacles come from budget limitations, lack of awareness among traders, lack of coordination between agencies, and lack of locations for relocation. Therefore, it is necessary to improve the quality of human resources, expand socialization, affirm the duties of each agency, and provide a proper place of business so that control can be carried out more effectively, regularly, sustainably, and able to create a safe, comfortable, clean city environment, and in accordance with applicable regulations for all communities and local traders.
