Advances in digital technology have made it easier for people to access information through social media, including YouTube, which is widely used for education, information, and political communication. One public figure who actively uses YouTube to discuss national issues is Gibran Rakabuming Raka, particularly regarding the issue of downstreaming in Indonesia. This content has generated a variety of responses and reception from the public, particularly students, a critical group. The purpose of this study was to determine how the active management of the Student Executive Board of the Faculty of Social and Political Sciences, Brawijaya University, for the 2025 period, received Gibran Rakabuming's YouTube content on the issue of downstreaming. This study used a qualitative approach with a descriptive research style. The theory used was reception analysis with the Stuart Hall encoding-decoding approach. Data collection techniques were conducted through observation, interviews, and documentation.

The results showed that each research subject had varying levels of acceptance of the content. Of the four subjects, two were in a negotiating position, accepting the message about the importance of downstreaming conveyed by Gibran Rakabuming, but not fully agreeing with the message without criticism based on the subjects' knowledge, background, and individual circumstances. The other two subjects were in opposition, understanding Gibran Rakabuming's message of downstreaming and rejecting it as a representation of objective, community-centered policies. No subjects were in a dominant position, accepting the entire message of Gibran Rakabuming's YouTube content.
