Abstract

The scarcity of 3 Kg Liquefied Petroleum Gas (LPG) in Bangka Belitung became a social phenomenon that caused public concern due to rising prices and disrupted public access to subsidized LPG. As part of the public energy service sector, 3 Kg LPG plays a strategic role for households and small businesses (UMKM). This distribution problem indicates issues in the management and supervision of energy distribution policies. This study aims to analyze the differences in framing patterns and the factors influencing the framing used by Detik.com and Kompas.com in reporting the issue based on Robert N. Entman’s framing model. Using a qualitative approach, this research analyzed nine news articles published in February 2026, particularly during the first two weeks when the issue received intensive media coverage. The findings show that Detik.com framed the LPG scarcity issue as a technical distribution and law enforcement problem, emphasizing the responses of Pertamina and the police. Meanwhile, Kompas.com framed the issue within a socio-economic context by highlighting the impact of the scarcity on society and the structural responsibility for subsidized LPG distribution. The differences in framing were influenced by media characteristics, online media routines, source selection, and each online medium. The study also shows that the media not only deliver information, but also construct social reality and distribute responsibility through the framing process within news texts.
