Abstract
ABSTRACTION
Political education is a strategic instrument in realizing a quality and sustainable democracy. In the Indonesian constitutional system, political parties have a central position as a means of political education for members and the wider community as stipulated in Law Number 2 of 2011 concerning Amendments to Law Number 2 of 2008 concerning Political Parties. However, in practice, the implementation of political education by political parties is still not running optimally and tends to be formal. This condition has implications for low public political awareness, increased practice of money politics, and decreased political participation which has an impact on the quality of democracy. Based on this background, this research formulates two main problems, namely: first, how the problematic concept of political education is provided by political parties to the wider community; and second, what are the juridical implications for political parties that do not carry out their functions as a forum for political education for the community. This research uses normative juridical law research methods with approaches such as conceptual approach and statute approach, then supported by a comparative approach. The results of the study show that although the obligation of political education has been normatively regulated in laws and regulations, there has not been a firm regulation regarding sanctions against political parties that do not carry out these obligations. The sanctions stipulated in the regulations regarding financial assistance for political parties are only limited to the aspect of financial accountability, not to the implementation of the political education function. This study concludes that a more firm and comprehensive regulatory reform is needed to strengthen political education obligations and sanction mechanisms, so that political parties truly carry out their role in building a democracy oriented to the public interest.
