Abstract
This study examines China's geoeconomic strategy implementation in elevating its bilateral relations with Ethiopia to an All-Weather Strategic Partnership in October 2023. The research employs a
descriptive qualitative approach with library research method and a geoeconomic theoretical framework drawing on the thoughts of Robert D. Blackwill and Edward N. Luttwak, focusing on three geoeconomic instruments: trade policy, investment policy, and economic aid, within the timeframe of 2017–2023. The findings indicate that the elevation of partnership status was not merely aimed at deepening bilateral relations, but functioned as a strategic mechanism to expand market access, relocate industrial capacity, and position Ethiopia as a blueprint for BRI development across Africa. China successfully created economic dependency through infrastructure investment and development assistance, while simultaneously securing Ethiopia's political support at both regional and international levels.
