Abstract

The phenomenon of quiet quitting, is now a significant challenge in various employment sectors, including the public sector in Indonesia, poses a significant challenge to productivity within Indonesia's public sector, affecting both State-Owned Enterprises (SOE) and Civil Servants (ASN). This study aims to compare the levels of quiet quitting between SOE employees and civil servants. A comparative quantitative approach was employed, utilizing an incidental non probability sampling technique. The participants consisted of 107 public sector workers, including 54 SOE employees and 53 civil servants, all of whom met the inclusion criterion of at least one year of tenure. Data were collected using the Quiet Quitting Scale (QQS), which measures the dimensions of detachment and lack of motivation. Due to the non-normal distribution of the data, hypothesis testing was conducted using the Mann-Whitney U non-parametric technique. The findings revealed a statistically significant difference in the detachment dimension between SOE employees (M=14.45) and civil servants (M=14.00), with a significance value of 0.004. Conversely, no significant difference was observed in the lack of motivation dimension, which yielded a significance value of 0.511. These results indicate that while both groups exhibit similar levels of motivation, there are meaningfully different dynamics in emotional and psychological engagement between SOE employees and civil servants in Indonesia.
