Abstract

This study aims to examine how Indonesia implements QR code payment system cooperation with Thailand, Malaysia, Singapore, and the Philippines through K.J. Holsti’s concept of international cooperation. The concept of international cooperation is utilized to explain the emergence of the QR code payment system collaboration within the ASEAN-5 and the primary driving factors behind this partnership. This research employs a qualitative descriptive method, with data collection conducted through literature reviews and interviews. The results indicate that the implementation of QRIS Cross-Border cooperation is a tangible manifestation of regional economic interdependence dynamics. This cooperation encompasses a convergence of interests and collective value expectations to strengthen regional economic stability in the post-COVID-19 era. This synergy is formalized through the 2022 Regional Payment Connectivity (RPC) MoU and the 2025-2030 BSPI strategic regulations, culminating in significant real-world transaction realizations in Thailand, Malaysia, and Singapore. The success of this cooperation is supported by several driving factors: (1) the acceleration of economic welfare through cost efficiency in financial service production, particularly for the MSME sector; (2) cost rationalization and collective security management by reducing dependence on the US Dollar through the Local Currency Settlement (LCS) scheme; and (3) the minimization of economic losses resulting from future global shocks.
