Abstract
Penelitian ini bertujuan untuk menganalisis bagaimana Jepang membangun dan membentuk identitas keberlanjutannya melalui Wacana lingkungan dengan melibatkan Japan International Cooperation Agency (JICA) sebagai instrumen dalam kerja sama pembangunan proyek Mass Rapid Transit (MRT) Jakarta Fase I. Penelitian ini berfokus untuk mengkaji bagaimana suatu Identitas dibangun melalui wacana dengan menitik beratkan pada pengkajian terhadap narasi lingkungan yang dikonstruksikan dan digunakan dalam kerangka kerjasama pembangunan infrastruktur transportasi antara Jepang dan Indonesia. Penelitian ini menggunakan teori Wacana milik Michel Foucault. Metode yang digunakan yakni metode interpretatif dengan pendekatan kualitatif. Data penelitian diperoleh melalui studi historis, analisis dokumen resmi, perjanjian pinjaman, laporan proyek, serta pernyataan kebijakan yang sesuai dengan kebutuhan peneliti. Data tersebut kemudian dianalisis secara interpretatif. Hasil penelitian menunjukkan bahwa wacana terkait Identitas lingkungan Jepang yang dibangun secara konsisten melalui narasi lingkungan, berkontribusi terhadap kerja sama pembangunan MRT fase 1 di Indonesia. Identitas lingkungan Jepang tidak dapat diperoleh melalui satu metode saja, melainkan melalui multimetode (Beragam cara) dan bersifat kontinuitas.
ABSTRACT
This study aims to analyze how Japan builds and shapes its sustainable identity through environmental discourse by involving the Japan International Cooperation Agency (JICA) as an instrument in the cooperation on the development of the Jakarta Mass Rapid Transit (MRT) Phase I project. This study focuses on examining how an identity is built through discourse by emphasizing the study of environmental narratives constructed and used within the framework of cooperation on the development of transportation infrastructure between Japan and Indonesia. This study uses Michel Foucault's Discourse theory. The method used is an interpretive method with a qualitative approach. Research data were obtained through historical studies, analysis of official documents, loan agreements, project reports, and policy statements that suit the researcher's needs. The data were then analyzed interpretively. The results of the study show that the discourse related to Japan's environmental identity, which is consistently built through environmental narratives, contributes to the cooperation on the development of the MRT phase 1 in Indonesia. Japan's environmental identity cannot be obtained through a single method, but through multimethods (various ways) and is continuous.
