Abstract

The rapid development of information technology has escalated digital-based crimes, particularly online gambling, which has become increasingly accessible to various levels of society, thereby creating an urgent need for law enforcement, specifically within the jurisdiction of the Nganjuk Resort Police. This study aims to analyze the law enforcement efforts against online gambling users by the Nganjuk Resort Police and to identify the obstacles affecting the effectiveness of these measures using a socio legal (empirical juridical) method with a qualitative approach. The results indicate that law enforcement is conducted through a repressive approach focusing on prosecution in accordance with the Criminal Procedure Code (KUHAP); however, these efforts remain suboptimal as the focus is predominantly on end users and has yet to reach the primary networks or major kingpins who operate anonymously. The main obstacles identified include limited digital forensic equipment, a lack of human resource capacity with competence in information technology, and low public legal awareness, where online gambling is still perceived as a common activity or a means of instant financial gain. Based on these findings, it is essential to strengthen the legal structure through the establishment of a specialized cybercrime unit, digital forensic competence certification for investigators, and community-based digital literacy programs to suppress crime rates from upstream to downstream.
