Abstract
This study aims to evaluate the results of the implementation of Guardian Regulation Number 66 of 2020, which emphasizes independent waste management through TPS3R (3R Waste Management Place), reducing the full burden of the Tlekung Landfill. With a population of 213,000 people, the daily volume of waste increased to 120 tons, a strong odor, leachate pollution into the Sabrangan River, and an increased risk of landslides because the community does not sort waste from the source. Performance analysis using William N. Dunn's six criteria (efficiency, efficiency, scope, equity, responsiveness, and precision) was used to address issues related to waste management techniques and the effectiveness of policies in reducing waste volume. In this study, qualitative methods were used in four TPS3R (Sisir Village, Dadaprejo, Oro-Oro Ombo Village, and Sumbergondo) at the Batu City Environment Agency (DLH). The primary data collection method consisted of in depth interviews with TPS3R administrators, Tlekung Landfill, and waste carriers; direct observation of the volume of waste generation (for example, 5-10 tons per day in Dadaprejo and Sisir) as well as secondary data from Perwali documents, DLH reports, and BPS statistics. Analysis using Dunn's criteria showed that the implementation of 3R (reduce, reuse, and recycle) was quite structural, despite the high residue (58.92% in the Comb) and The results of the overall evaluation show that the policy is ideal to reduce dependence on landfills, utilize independent KSM efficiently, and apply proportional tariffs (Rp 25,000 for households and Rp 50,000 for businesses). The results also show that the policy is in line with the standards for the 2022 Adipura awards. However, coverage is limited (only 18/24 villages or sub-districts), inequality due to lack of socialization, and low responsiveness due to odor complaints and low community participation. One of the suggestions is to improve the TPS3R system for sustainability, increase socialization and education in sorting, and enforce fines.
