Abstract

This study examines the implementation of the Complete Systematic Land Registration Program (PTSL) in Keboan Village, Ngusikan District, Jombang Regency in 2021 by analyzing how the program was carried out and how the implementing committee addressed the problems that arose during the process. The research aims to analyze the conformity of the PTSL implementation with prevailing laws and regulations and to identify administrative and juridical obstacles affecting its effectiveness in ensuring legal certainty and legal protection of land rights. This research applies a juridical-empirical method with a descriptive qualitative approach. Primary data were obtained through interviews with the PTSL committee, village officials, and participating community members, while secondary data were derived from statutory regulations and relevant land law literature. The results indicate that the implementation of PTSL in Keboan Village generally followed the normative stages stipulated in applicable regulations, including initial data collection, verification of physical and juridical data, boundary determination, public announcement, and certificate issuance. Of the 68 registered land parcels, 62 met the requirements and were successfully processed, while several others were postponed due to unresolved inheritance disputes and incomplete ownership documents. This condition demonstrates that the principles of prudence and legal certainty remain prioritized in the registration process. It is recommended that the village government improve land administration management and encourage the settlement of inheritance disputes prior to the next PTSL implementation period.
