Abstract

Updating voter data is a crucial stage in election administration that determines the quality of democracy and the legitimacy of election results. This study aims to analyze the substantive challenges in the supervision conducted by the Batu City Election Supervisory Agency (Bawaslu) during the voter data updating stage of the 2024 Election. This study uses a descriptive qualitative method, with data collection techniques including interviews, observation, and document analysis. The analysis applies Electoral Governance theory with three indicators: Rule Making, Rule Application, and Rule Adjudication. The results show substantive obstacles, namely limited access to Population Identification Number (NIK) data and the limited number of supervisory personnel at the sub-district level. These constraints have resulted in suboptimal supervision, as reflected in the continued discovery of technical violations by voter data updating officers (Pantarlih), such as not conducting door-to-door verification, not matching electronic identity card (e-KTP) or family card (KK) data, and not attaching Coklit verification stickers, resulting in discrepancies in voter data collection. These findings confirm the inconsistency between the legal provisions stipulated in Law Number 7 of 2017 and the factual conditions in the field. The Batu City Election Supervisory Agency (Bawaslu) has implemented several supervision strategies, such as tiered supervision, coordination with stakeholders, and the establishment of a Public Complaint Post. This study contributes to strengthening Bawaslu’s supervision, particularly in improving the voter data updating supervision mechanism to ensure it is more accurate, up-to-date, and comprehensive. The results of this study are expected to serve as a reference for Bawaslu in strengthening its supervision mechanism and to provide theoretical implications for the development of electoral governance studies in Indonesia.
