Abstract
This study examines the “Implementation of the Reduce, Reuse, Recycle (TPS3R) Waste Management Program in Reducing Waste Pressure in Batu City.” The issue of household waste has significantly increased due to population growth, tourism development, and changes in consumption patterns that tend to be more practical and instant. This condition has led to a higher volume of waste being transported to the Final Disposal Site (TPA), creating pressure on its limited capacity and increasing the risk of environmental pollution. This study aims to analyze the implementation of the Reduce, Reuse, Recycle Waste Management Program (TPS3R) in reducing household waste pressure and to identify the challenges encountered in its implementation.
The research applies a descriptive method with a qualitative approach. Data were collected through observation, interviews, and documentation involving informants from the Environmental Agency and TPS3R managers. Data analysis is based on George C. Edward III’s policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The findings reveal that the TPS3R program has been implemented through socialization activities, waste sorting at the source, composting of organic waste, utilization of recyclable inorganic materials, and transportation of residual waste to the landfill. However, the program still faces several challenges, including limited budget allocation, inadequate facilities and infrastructure, limited managerial capacity, and uneven community participation in waste sorting practices. The TPS3R program contributes to reducing the volume of waste sent to the landfill, although institutional strengthening and enhanced resource support are necessary to ensure its long-term sustainability.
