Abstract

This study aims to analyze the effect of Green Supply Chain Management (GSCM) on Circular Economy (CE) with Government Regulation (GR) as a mediating variable at Garda Pangan. This research employs a quantitative approach using an explanatory research design. Data were collected through questionnaires distributed to 89 respondents consisting of employees and active volunteers of Garda Pangan, selected using purposive sampling. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) with SmartPLS software. The results indicate that GSCM has a positive and significant effect on CE and GR. Furthermore, GR also has a positive and significant effect on CE. The findings further reveal that GR mediates the relationship between GSCM and CE. These results suggest that the implementation of green supply chain practices, supported by effective and consistent government regulations, can enhance the adoption of circular economy practices. This study contributes empirical evidence to the literature on GSCM and circular economy, particularly in the context of the food sector in Indonesia.
