KAJIAN PELAKSANAAN PROGRAM LITERASI PADA MADRASAH TSANAWIYAH WILAYAH KERJA V KABUPATEN LUMAJANG

This study examines the literacy program planning model implemented across 16 Madrasah Tsanawiyah institutions within Work Area 5 of Lumajang Regency. The research addresses the critical gap in understanding how madrasahs design comprehensive literacy programs that integrate reading-writing literacy, digital literacy, and cultural-civic literacy within Islamic educational frameworks. Employing a qualitative descriptive approach, data were collected through in-depth interviews with madrasah principals, teachers, librarians, and students, complemented by direct observation and document analysis. Findings reveal significant heterogeneity in planning quality, with five madrasahs achieving excellent category through systematic documentation, active stakeholder involvement, budget integration, and structured periodization. Conversely, four madrasahs demonstrated inadequate planning characterized by minimal documentation, absent librarians, and lack of budget allocation. Key determinants of planning quality include visionary leadership, human resource competency, adequate budgeting, and inter-component collaboration. This study contributes a holistic literacy planning framework for madrasahs that can serve as reference model for Islamic educational institutions in developing sustainable literacy culture
