IMPLEMENTASI KEBIJAKAN PROGRAM BANTUAN LAUK PAUK BAGI MASYARAKAT PRA SEJAHTERA OLEH PEMERINTAH DESA JUNREJO KOTA BATU

This study aims to analyze the implementation of the side dish assistance program policy for pre-prosperous communities carried out by the Junrejo Village Government, Batu City, as an effort to improve food security and community welfare, particularly among vulnerable groups. This program was initiated due to the existence of economically disadvantaged groups, such as the elderly and widows, who face difficulties in fulfilling their daily nutritional needs.
This research uses a qualitative method with data collection techniques including interviews, observation, and documentation. The analysis is based on the policy implementation theory of George C. Edward III, which consists of four variables: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of the side dish assistance program in Junrejo Village has generally been carried out quite well. In terms of communication, the program has been socialized through village meetings and data collection conducted by neighborhood leaders (RT). In terms of resources, the program is supported by the village budget (APBDes), village officials, and collaboration with local vendors as food providers. In terms of disposition, the implementers demonstrate commitment, responsibility, and social concern toward the beneficiaries. In terms of bureaucratic structure, the program is supported by a formal decree from the village head, a clear division of tasks, and administrative and reporting mechanisms.
The program has social and economic impacts, such as helping beneficiaries meet their daily food needs, reducing household expenditures, and supporting local economic activities. However, several challenges remain, including limited supervision and the potential misuse of assistance. Therefore, improvements in monitoring and evaluation are needed to ensure the program runs more effectively and sustainably.
