Abstract

This study examines the Indonesian government's strategy to increase tobacco exports to Germany following a significant decline in 2018–2020. This decline occurred in the context of the German market, known for its highly regulatory nature, with complex non-tariff barriers, shifting consumer preferences, and tightening tobacco control policies in the European Union. Germany was chosen to focus on this research because it is not only the largest tobacco market in the European Union but also serves as a major distribution hub for processed agricultural products to Central and Western Europe. Therefore, understanding Indonesia's tobacco export strategy to Germany is crucial, as success in this market has a systemic impact on Indonesia's trade position in the broader European region. Using the Strategic Trade Policy (STP) approach developed by Paul Krugman, this study analyzes how countries strategically intervene in global markets to strengthen their trade positions. The method used in this study is a descriptive qualitative method with a literature review technique, focusing on secondary data from government documents, trade reports, and credible official publications. The research findings indicate that Indonesia's tobacco export strategy encompasses technical trade diplomacy, export certification facilities, targeted promotion through the Hamburg ITPC, institutional engagement, and other industry associations. Within the STP framework, the Indonesian government's strategy demonstrates the country's response to pressures from the international system by utilizing export policy as a tool to strengthen national competitiveness
