Abstract
The practice of paradiplomacy is look like a new door for local governments to interact in cooperation with foreign local governments or other actors. The City of Denpasar and the City of Darwin are one proof of the practice of paradiplomacy which has also begun to flourish in Indonesia. In this paradiplomacy practice, the City of Denpasar and the City of Darwin aim to be able to synergize and collaborate with each other with the aim of achieving the development of two cities. In this case, the paradiplomacy of the City of Denpasar and City of Darwin is focused on economic development and tourism through the development of the creative economy, promotion of culture and tourism and development of human resource capacity. However, it cannot be denied that a number of obstacles still characterize the practice of paradiplomacy between the City of Denpasar and the City of Darwin. These obstacles are limited distance and the conditions of the COVID 19 pandemic, mastery of foreign languages to the limited quality of Human Resources.
