Abstract

This research examines the empowerment of women in vulnerable socioeconomic conditions (WRSE) in Batu City, specifically in Junrejo District, as an effort to improve social welfare through programs initiated by the Batu City Social Service. The phenomenon of socioeconomic vulnerability among women arises due to factors such as low education levels, divorce or the death of a spouse, and limited access to employment. These conditions create challenges in fulfilling basic needs and social roles, thus requiring appropriate empowerment strategies to foster economic and social independence.
The study employs a qualitative approach with a descriptive analytical method. Data were collected through interviews, observations, and documentation involving key informants, including officials from the Social Service, sub-district leaders, and WRSE program beneficiaries. Data analysis was carried out through reduction, display, and conclusion drawing stages to identify key patterns and influential factors in the implementation of women's empowerment programs.
The findings indicate that the WRSE empowerment program in Batu City includes financial assistance, skill training, and business mentoring. These initiatives have improved women’s skills, confidence, and social participation. However, challenges remain, including limited funding, low education levels, and uneven participation among beneficiaries. The study emphasizes the importance of sustainable programs and inter-agency collaboration in strengthening the economic independence of vulnerable women in Batu City.
