KESIAPAN MANAJEMEN ASET DAERAH MELALUI SURAT EDARAN MENTERI PUPR NO. 12/SE/M/2024 TENTANG PENERAPAN MANAJEMEN RISIKO (Studi Pada Dinas Pekerjaan Umum Dan Penataan Ruang Kabupaten Bombana)

ABSTRAK
This study aims to analyze the readiness of regional asset management through the
implementation of risk management based on the Circular Letter of the Minister of
Public Works and Public Housing Number 12/SE/M/2024 at the Public Works and
Spatial Planning Office of Bombana Regency. The background of this study is based
on various problems still found in regional asset management, such as incomplete asset
records, suboptimal asset utilization, and weak internal control systems, which are
often found in the audit process. The implementation of risk management is a relevant
approach to improving regional asset governance, in line with the Ministry of Public
Works and Public Housing's policy of encouraging the integration of risk management
in organizational management, including the risks of corruption, legal risks, ElectronicBased Government System (SPBE) risks, and service risks. This study uses a
qualitative descriptive method with data collection techniques through in-depth
interviews, observation, and documentation studies. The research focuses on analyzing
the actual conditions of regional asset management, which includes aspects of
planning, recording, utilization, and maintenance of assets, as well as the readiness of
organizations to implement risk management principles in accordance with the
provisions of the Minister of PUPR Circular Letter Number 12/SE/M/2024. The results
of the study indicate that asset management in the Bombana Regency Public Works
and Spatial Planning Office still tends to be administratively oriented and is not yet
fully integrated with a risk management approach. However, there are initial
indications of the organization's readiness to adopt risk management through the
formulation of internal policies, improvement of asset management information
systems, and efforts to increase human resource capacity. The conclusion of this study
shows that the readiness to implement risk management in regional asset management
at the Bombana Regency Public Works and Spatial Planning Office still needs to be
strengthened in terms of information systems, human resource capacity, and the
integration of risk management in all stages of asset management. If supported by
consistent policies and integrated systems, the implementation of risk management has
the potential to increase accountability, effectiveness, and the value of regional assets
in supporting the delivery of public services.
