Abstract
Satgas PPA in Wonokusumo Village is a community-based institution that plays an important role in preventing and providing early handling of sexual violence cases at the local level. This study aims to describe the role-set and explore the challenges and obstacles faced by Satgas PPA in carrying out its preventive and early response functions regarding sexual violence cases. This research uses a qualitative approach with a case study research type with a single-case embedded design. Informants were selected through purposive sampling and consisted of five participants, representatives from the village government, the Gugah Nurani Indonesia (GNI) organization, the Chairperson of Satgas PPA, the Vice Chairperson of Satgas PPA, and community members. Data were collected through in-depth interviews, observation, and documentation. The data were analyzed using pattern matching, explanation building, and time-series analysis techniques. The findings show that Satgas PPA performs multiple interrelated roles involving various actors such as the government, GNI, the community, and victims of sexual violence. Based on Robert K. Merton role-set theory, these roles form a complex social network with differing expectations and demands within each social relationship. In practice, Satgas PPA faces several challenges, including limited human resources, unstructured administrative systems, and low public awareness of sexual violence issues. Nevertheless, Satgas PPA continues to fulfill its functions through coordination, communication, and collaboration among social actors. This study shows that the existence of Satgas PPA represents a concrete application of the role-set theory in the context of women and children protection at the local community level, where a single social status gives rise to multiple roles performed simultaneously.
