Abstract

As a company engaged in the manufacturing sector, PT. Prima Sakti Asia has not had a competency dictionary as a reference in the HRM process. Without clear measurement standards, this has an impact on the HRM process in the company which is still relatively subjective and based on many biases. The purpose of this study is to compile a basic competency dictionary that can later function as a reference in the competency-based HRM process. The method in this study is included in the type of R&D using the four-D approach model. The data collection method was carried out through interviews and document studies. The competency dictionary that has been compiled was then subjected to expert judgment to assess the relevance of the content, use of language and substance. The analysis results show an Aiken's V coefficient of 0.92 (V > 0.8), so it can be declared valid in terms of content. The results of the Krippendorff's alpha test and the Weighted Kappa test showed a score of 0.644 (α > 0.6) and a score of 0.643 (κ > 0.6), explaining that the inter-rater reliability is in the good category. The development of a competency dictionary at PT. Prima Sakti Asia is a long-term strategic transformation effort to address the challenges of the Industry 4.0 transformation.
