Abstract

Traffic congestion is one of the main issues faced by major cities in Indonesia, including Malang City. The Kayutangan area, as a strategic point and tourist destination in the city center, frequently experiences traffic congestion. The high volume of vehicles and the lack of parking space exacerbate traffic conditions in this area. To address this issue, the Malang City Government, through the Department of Transportation, has implemented traffic engineering policies since February 2023, such as one-way systems and the installation of traffic signs and road markings. This study aims to analyze how effective these traffic engineering policies are in reducing congestion in the area and to identify the obstacles in their implementation.
This research uses a qualitative approach, with data collection techniques including observation, interviews, and documentation. In-depth interviews were conducted with relevant parties, such as community members who directly experience the impact, and employees of the Malang City Department of Transportation, from implementers to top-level officials. In addition, direct field observations were carried out to strengthen the findings of this research.
The results show that traffic engineering has had a positive impact, with the achievement of a 143% reduction in congestion compared to the initial target. However, the policy implementation still faces several challenges, such as the lack of alternative roads, frequent traffic violations by road users, and inefficient supporting infrastructure. Therefore, improved inter-agency coordination and increased public awareness are necessary to support the creation of safer and smoother traffic flow in the Kayutangan area.
