Abstract

Terrorism constitutes a non-traditional security threat that is transnational and adaptive in nature, in which financing plays a central role in sustaining the operational capacity of terrorist networks. In Indonesia, although the intensity of overt terrorist attacks has declined, the threat of terrorism has not disappeared but has instead transformed into smaller, covert networks with increasingly complex and cross-border financing patterns. This condition necessitates counter-terrorism approaches that are not solely repressive, but also preventive and based on international cooperation. This study aims to analyze the implementation of Indonesia’s counter-terrorism financing policy through Law Number 5 of 2018, particularly Articles 43E and 43G, in supporting international cooperation. This research employs a qualitative approach using library research and analysis of official documents, supported by non-traditional security theory and counter-terrorism strategy frameworks. The findings indicate that Articles 43E and 43G provide a crucial legal foundation for strengthening Indonesia’s international cooperation, including bilateral, regional, and multilateral mechanisms. The implementation of such cooperation contributes to financial intelligence sharing, institutional capacity building, as well as the tracing, freezing, and confiscation of terrorist financing assets. Therefore, Law Number 5 of 2018 reflects a comprehensive and preventive approach to countering terrorist financing and reinforces Indonesia’s position within the global counter-terrorism financing regime
